  • Comments

Very positive and fruitful relation with the University of Padova-Dipartimento di Elettronica ed Informatica- the department has produced the feasibility study of the project. The document is the result of a cooperation which involved both university experts and personnel of our institutions.

Discoteca di Stato has established a similar fruitful and positive cooperation with RAI (Italian national broadcasting company) for the design of the sound digital archive and services

A very positive and friutful distance working mjethodology amongst all the institutions involved

An interesting agreement of cooperation between the three instituions.

RISK MAP OF CULTURAL HERITAGE

ICR

Giorgio Accardo, Alessandro Bianchi icr@arti.beniculturali.it

  • Web site

  • Objectives and priorities

The Risk Map of cultural heritage is an initiative aimed to provide both the responsible for the protection of territory and the Central Administration with supporting instruments for scientific and administrative activities.

The Map collects the experience and the methodological approach of the 1975 Plan for the Programmed Conservation of Cultural Heritage in Umbria which was the first experiment of global evaluation of factors of decay extended to a whole territory and the validity of which was dramatically confirmed at the occasion of the earthquakes of Friuli (1976) and Irpinia (1980). This initiative, first outlined in the document "Per un carta del rischio del patrimonio culturale" ("For a Risk Map of Cultural Heritage") drawn up within 'Memorabilia' (1987), was eventually actuated with law 84/90. This law authorised the implementation of the initiative and charged the Central Institute of the Restauration with the scientific responsibility for its conduct.

The initiative consists in two activities:

- A permanent operational structure (the Central Hub, c/o S. Michele, Laboratory of Physics, ICR) for the managing of all information concerning the conservation of cultural heritage on a national scale;

-Survey of monument decay: an activity for an effective and timely evaluation of the condition of archaeological areas, monuments and works of art.

This system aims to harmonize the interoperability of data-bases of different nature, produced during the years, in particular by the ICR (see point 5 competence centres). Its similarities to the SIGEC system are evident but while the latter is oriented towards quantification and cataloguing of cultural heritage, the Risk Map points out its decay process and status of preservation. Anyway the two systems were created to be interoperable and will be integrated in a future System for the preservation and management of the cultural heritage.Between 1992 and 1996 MiBAC allocated about 14 M€ for the Risk Map, while other financial resources were made available for the period 1996-1997 (about 1.5 M€) and 2002 (about 3 M€).

Public administrations involved cooperate in sharing territorial data on common portions of the territory, based on uniform georeferencing and description mechanisms (metadata).

Territorial services, as well as administrative services will be developed, on three different operative levels, according to thedifferent profiles of the users:

Basic territorial services: constitution, updating and management of basic cartography; utility functions (navigation on the territory, management of different informative layers);

Specific territorial services: implementation, validation and updating of specific thematic layers for each different intervention area.

Administrative services: rationalization of administrative procedures, supply of technical and juridical support; data obtained at lower costs.
