Assessment and evaluation

Coordinator

Ministère de la Communauté française de Belgique (MCFB)

In short

  • It is aimed to assess the impact and effectiveness of the project

Objectives

The main objectives are:

  • to monitor the developments of the project and to compare the results with the proposed objectives;
  • to evaluate project development and results according to an agreed evaluation plan;
  • to identify and manage risks to the success of the project;
  • to assure the adequate corrective actions in case of non-conformity of results;
  • to perform a progress assessment on the project’s results (including an evaluation of the effectiveness of its actions) and on the overall sector of enrichment in cultural, scientific and scholarly contents in Europe, including their coherence with the political strategies and the initiatives run by the European Presidencies through the Dynamic Action Plan;
  • to make provision for the future success of the project outputs;
  • to ensure that the trans-European network continues to grow;
  • to demonstrate the real value of enriched content to national funding decision-makers, and so underpin future funding and extensions.

This progress assessment will allow the initiative to identify both its success to date and the opportunities to further improve its results, leading to new actions for the next years.
Achievement of these objectives will position both the participants in the initiative and those Members States which are not currently directly involved in the MinervaEC project, to consolidate the work carried out to date and the following steps to be implemented.

Description of the work

The evaluation and assessment activities will cover the lifetime of the initiative and will place emphasis on the work of the project vis-à-vis the overall objectives of the eContentplus Programme, the specific objectives of the MinervaEC project, and the Dynamic Action Plan, to guarantee the coherence with the political strategies defined by the 25 Member States. The work will be organised through the following tasks:

  • monitoring and evaluating activities of the other work packages;
  • define corrective actions and review project’s objectives according to the ongoing results;
  • assessment planning;
  • review of the existing documentation;
  • gap analysis, to identify gaps in the work carried out, which should be dealt with in order to better meet;
  • the objectives and so add value to the initiative on a European level;
  • identification and analysis of future opportunities.
