Coordination of National Digitisation Policies
Status report for Germany

  1. Actions undertaken - dissemination
    • Within Germany in September 2001 a co-ordination group "EUBAM" was established under the chairmanship of Prof. Dr. h.c. Lehmann, the president of the Foundation Prussian Heritage in Berlin. "EUBAM" has members from the library sector (library = Bibliothek in German, the "B" in EUBAM), the archive sector, the "A" in EUBAM and the museum sector, The "M" in EUBAM as well as members from the relevant governmental institutions, which in Germany means, members from the Federal state as well as from the "Länder" - the group meanwhile was joined by a member representing the Monuments and Sites. EUBAM is intended to function as the national platform for information exchange between European and German Institutions and Initiatives as well as a distributor of information on European policies and programmes in the field of culture.
    • In order to fulfil this task: there is a (virtual) office, in which the "Bundesarchiv" (national archive) acts for the German Archives, the "Staatsbibliothek zu Berlin" (one of the major libraries in Germany) for the Libraries and the "Institut für Museumskunde" in Berlin for the museums, currently the co-ordination work of the secretariat is done by the Institut für Museumskunde (Institute for Museum Studies).
    • The second meeting of EUBAM in April 2002 initiated a cross-sectorial working-group of experts for the topic "Digitisation of information on cultural heritage", which will provide experts needed within the eEurope activities in the cultural sector, and will work together with the EUBAM-office and the NRGs.
    • With the help of the "Bundesministerium für Bildung und Forschung" (Ministry for (Further) Education and Research) a portal on the Internet will be developed, where projects concerned with or related to digitisation in the cultural field will be listed as well as German institutions presenting online-information on their holdings of cultural heritage.
    • The web-Site will be used also to distribute the questionnaires of the different working groups following the Lund action plan.
    • Through EUBAM we hope to intensify the information exchange between the institutions active in the cultural sector from the different levels (central government, "Länder", cities and communities) in Germany themselves and enable all those institutions through the network to participate more from European funding programmes in digitisation as well as long term preservation of our cultural heritage and also to learn from best practise projects and different ways of solving problems within the EU.
  2. Institutions involved
    • Due to the political structure of Germany, which is federal, there are two representatives within NRG: one representing the central government, the other representing the federal states (=Länder).
    • The German members of the NRG can rely on the help of EUBAM as well as the group of experts, which will be nominated by EUBAM and include members from the different groups as well as the German Research Society (DFG = Deutsche Forschungsgemeinschaft).
    • There are not many funding programmes for digitisation of cultural heritage within Germany and thus the amount of already digitised material is not very high. If there is funding at all, the main Grant-funding bodies for digitisation projects within the cultural sector are in Germany:
      • die Deutsche Forschungsgemeinschaft (DFG - the German Research-Society)
      • Bundesministerium für Bildung und Forschung (the federal ministry for education and research)
      • Kultur- und Landesstiftungen der Bundesländer (and foundations owned by federal states (Länder) or foundations operating within the cultural sector
  3. National Network development
    • One of the intended tasks of the work of EUBAM is to implement a national network active in the field of digitisation within the cultural sector.
  4. Problems and suggestions
    • Due to the totally decentralisation of all the activities in the field of digitisation of cultural heritage getting statistic information for benchmarking is very time-consuming. The channels needed to collect the information currently do not exist but have to be established.
  5. Priorities for future strategy for the NRG
    • From our point of view one priority should be the Expression of Interest for FP6, which from the German point of view should include that it is essential that there are funding resources available provided by the European union to help digitisation in the first place.
